Among the 5.8 million Iraqis who have fled their place of residence since 2014, 1.41 million are still displaced at the end of 2019 according to IOM. Even though returns intensified in 2019 with the government’s intention to close camps, increasing ethnic and religious tensions, some communities remain reluctant to the return of displaced people accused of affiliation to the Islamic State.

Moreover, more than 283,000 Syrians are still living in Iraq, while new refugees have been arriving since October 2019, fleeing Turkish operations in northern Syria. Thus, more than 15,000 people have arrived in Duhok governorate.

The scale of displacements keeps Iraq in a state of significant humanitarian crisis in 2019. 4.1 million people are in acute need of assistance including 816,000 children, according to UNOCHA. Protection needs are still extremely high and current camp closures are resulting in an increase in protection violations. In the country, 2.92 million people are in need of protection assistance, including 38% of children.

In IDP camps, children are vulnerable and exposed to increased risks such as child labor, early marriage, school dropout, violence, neglect, abuse and health risks. TGH has been implementing child protection capacity development activities in Kurdistan since 2017, and since January 2019 in Federal Iraq. TGH’s activities focus on capacity building of local structures, promoting the community approach in coordination with national authorities (Ministry of Social Affairs, Directorate of Social Affairs and Ministry of Education).
